FMCSA Proposes National Drug and Alcohol Clearinghouse for Commercial Truck and Bus Drivers. This will require that Motor Carrier employers check the Clearinghouse during pre-employment and annually. Others involved in the drug testing industry such as Medical Review Officers (MROs), Substance Abuse Professionals (SAPs), and Laboratories performing Department of Transportation drug tests would report positive results or refusals to test to the National Clearing House. A driver's consent is required to perform searches. A driver who refuses to give consent can still be employed by the motor carrier or bus company but would not be able to occupy any safety sensitive positions such as operating a commercial vehicle.
